Angel Hoffman is a Compliance and Ethics Consultant. She served as Chief Compliance and Ethics Officer for a physician billing company. Her work as Director of Corporate Compliance at the University of Pittsburgh Medical Center (UPMC), where she directed and managed both the Corporate Compliance and HIPAA Programs, achieved national recognition for its HIPAA Privacy efforts and best practices. Ms. Hoffman developed, implemented and managed the HIPAA Program Office which served as the central office for HIPAA Privacy, HIPAA EDI and HIPAA Security for UPMC entities. Under her direction, the HIPAA Program Office was viewed as "cutting edge" and as a result, Ms. Hoffman received a number of invitations to speak before several organizations, at national conferences, including the International Association of Privacy Professionals (IAPP) and the National HIPAA Summit.
Ms. Hoffman began her career as a Registered Nurse. Her areas of expertise include health care compliance, risk management, nurse legal consulting, development of education and training programs (including online training) and multiple clinical specialties. Her experience includes two academic medical centers as well as community hospitals and physician services. She has held management positions in hospital operations, including overseeing the building of a state of the art neurovascular intensive care unit for stroke patients.
Ms. Hoffman is an inducted member of Sigma Theta Tau International Honor Society of Nursing and she is one of the founding members of the Theta Mu Chapter at LaRoche College in Pittsburgh, PA.
Ms. Hoffman’s experience with the business and administrative sides of health care, in conjunction with her clinical expertise, provides her with a unique perspective of health care, as she understands the relationship between the clinical and business worlds. Ms. Hoffman has used this blending of knowledge and experience for strategic planning and tactical planning for compliance and corporate accountability, to improve hospital operations, for investigative purposes, and for creative and innovative problem resolution.
Ms. Hoffman has worked with government agencies such as the Office of Inspector General (OIG), the Department of Justice (DOJ) and the Office for Civil Rights (OCR).

Phyllis Patrick has developed, expanded, and evaluated Compliance Programs, including Privacy and Security Programs. Her areas of expertise include: Strategic Planning, Compliance Program Assessment and Evaluation, designing and implementing Risk Assessment processes, Privacy and Information Security Program and Policy Development, Conflict of Interest, Compliance/Privacy/Security Training Programs, conducting Investigations, and Compliance Auditing and Monitoring. Ms. Patrick has worked at two major academic medical centers in New York, including The Mount Sinai Medical Center in Manhattan and Montefiore Medical Center in the Bronx. As Vice President and Chief Compliance Officer at the Hospital for Special Surgery, she created and directed the organization’s Compliance Program. Most recently, she served as Compliance and Privacy Officer for Greenwich Hospital, an affiliate of the Yale New Haven Health System.
As Associate Hospital Director and Administrator at the Mount Sinai Medical Center, Ms. Patrick was responsible for multiple clinical and ancillary departments. She also served as a member of the President’s Information Technology Advisory Committee. In 2003, she was named Mount Sinai’s first Information Security Officer, developing the program policies, training programs, and operations required by the HIPAA Security Rule.
Ms. Patrick was Vice President, Planning & Marketing for Catholic Health Care West in California, where she was responsible for creating the first integrated strategic, business, and facilities planning program for Mercy Healthcare.
Ms. Patrick is a member of the Board of Examiners for the Malcolm Baldrige National Quality Program and has served as an Examiner since 2007.
Ms. Patrick is certified in health care administration (FACHE) and health care compliance (CHC). She is a Board member of the New England Healthcare Internal Auditors (NEHIA). As a long-time member of the Greater New York Hospital Association (GNYHA), she was a founding member of GNYHA’s Security Work Group and a contributing member of the Compliance Work Group. She is a member of the Auditing and Monitoring Tools Editorial Board for the Health Care Compliance Association (HCCA). Ms. Patrick provides continuing medical education lectures as a member of the Medical Education Speakers Network.
